Morgantown Council Prepares To Approve Bonds For Infrastructure Improvements

MORGANTOWN, W.Va. – The Town of Morgantown begins 2022 with a series of improvements to their municipal buildings.

At the regular Morgantown City Council meeting on Tuesday, an ordinance authorizing the Morgantown Building Commission to begin the process of selling and issuing rental income bonds up to $ 7 million was passed in the unanimity. The funding would be used by the commission to help design, construct, and renovate upgrades to city buildings such as Town Hall, Morgantown Public Safety Building, Norwood Fire Hall, and the Garages’ Garage. city ​​public works.

“The Building Commission would own the properties, issue the bonds and lease those buildings to the city,” Simonton said. “The city would pay the debt service on the bonds by making the lease payments on commission. “

According to Simonton, the duration of the bonds would not exceed 20 years.

“There are preliminary estimates available that say annual debt service would be around $ 620,000 per year,” Simonton said. “These are based on conservative estimates of the interest rate the city could pay. “

The current budget for the various projects expected for each of the buildings is currently estimated at $ 5.5 million. The majority of the funds (approximately $ 2.9 million) are for renovations and upgrades at City Hall. This includes the replacement of windows, as well as improvements to the interior rooms of the building, electrical work and the addition of a workshop space in the basement of the building.

“The main works are asbestos removal, replacing the elevators, replacing the current heating system and adding a cooling system that is not included in most of our installations,” said Muzzarelli.

The municipal garage will receive the second highest amount of budgeted funds, with projected costs of up to $ 1.6 million. These funds are expected to be used for several renovations to the facility, such as repairing the roof, improving stormwater drainage systems, upgrading fire safety, and improving the interior of the building. Additional equipment is expected to be added to the garage, including solar power elements and the design of a stormwater retention pond.

A combined $ 1 million will be used for improvements to both the City’s Public Safety Building and the Norwood Fire Hall, located on Spruce Street downtown and Hillcrest Street in Sabraton, respectively. Approximately $ 600,000 will be used for the public security building to replace and improve elevators, plumbing, electrical and communication systems. Approximately $ 400,000 for the primarily structural renovation of the Norwood Fire Hall.

“Investigative work at the Norwood Fire Hall to determine settlement issues, foundation or slab repairs,” Muzzarelli said. “Toilet repairs or renovations – that’s where the heavy lifting is. “

While the remaining $ 1.5 million is expected to be used for bond closing and other residual costs, the budget for the combined projects has not been officially finalized. The project was initially budgeted for $ 5 million before redesigns and estimates increased the budget by $ 500,000. While costs are not expected to exceed current projections, it is expected that projects, once finalized, will begin sometime in 2022.
